I first iced the bottom of the large cupcake in blue buttercream. When dried, I pressed a large dowel rod around to look like the paper. I used buttercream icing to frost them with a large round tip. Then rolled out colored fondant, sprinkled them with colored sugar, cut them out with the opposite end of a decorating tip and set them on the cupcakes. I rolled a pink fondant ball in pink colored sugar and placed it on top.
