Most of Spongebob is made from fondant.  Black outline is black gel frosting.  Tie is made from fruit leather, his arms and legs are made from hoho's (hands are fondant), his feet are two ding dongs each held together with a toothpick.  Spongebob's nose is a piece of fondant rolled up and is held in place with a toothpick.
